Tench Francis reports that upper deck beams of pitch pine have not yet arrived at Boston. Constructor is authorized to use oak beams in lieu. There are several pieces of live oak timber and plank at Portsmouth New Hampshire. Naval Agent there has been contacted to deliver these to Boston. Report any material deficiencies.
