The Secretary of War has furnished me with a Copy of certain Resolutions of the House of Representatives, passed on the 3d March 1797, requiring statements & estimates, in relation to the Military and Naval establishments; with a request as far as depends on this Office that measures may be taken, to enable the Secretary of the Treasury, to comply with the said Resolutions.
That I may comply with the above request in a satisfactory manner I beg leave to submit whether it would not be proper that I should be furnished from your Department as early as possible with the necessary form of such of the Statements & estimates as are required from this Office.
