Description

McHenry explains the rules and regulations pertaining to maritime and frontier posts or fortified places. For example, the President forbids the admittance of any foreigner to these places without the written permission of the Secretary of War. No officer shall give to any person a copy of a plan of any fort or fortification within the United States unless instructed to do so by the Department of War. The number of troops in garrisons or the strength of the Army shall not be communicated without the proper authorization. Etc.
