Sir I inclose you a copy of certain resolutions of the House of Representatives, passed on the 3^d of March 1797, requiring Statements and estimates, in relation to the military and naval establishments. I have to request, that so far as depends on your office measures may be taken, to enable the Secretary of the Treasury, to comply with the said resolutions. Friday the 3^d of March 1797. Resolved, That the Secretary of the Treasury be directed to lay before the House of Representatives, within the first week of January next, abstracts of the accounts of all the Paymasters, Quarter Masters, Contractors, Agents for the purchase of Supplies, and generally of all the receivers of the public Monies paid out of the Treasury from the 1^st day of January 1791, to the 1^st day of January 1797, on account of the Military establishments, so as to exhibit a detailed statement of the ultimate application of the monies thus expended during the above mentioned period, and that where any of the accounts shall not have been finally settled, he shall lay before the house an estimate of the application of the monies not accounted for. (Resolved, That the Secretary of the Treasury be directed to lay, at the same time, before the House of Representatives, similar Abstracts of the accounts of all the receivers of the public monies, expended for the building of the frigates. (Resolved, That it shall be the duty of the Secretary of the Treasury, to lay before the House of Representatives, within the last week of January, in each year, a Statement of the monies expended for the military establishment, during the next preceding year, distinguishing the sums expended under each of the heads for which specific appropriations have been made, and an Estimate of the probable unsatisfied demands in relation to each of those heads.
