[Endorsement on wrapper:] [Col D Henley] [No 16 1797] [Am 0 19^th] [W— [undecipherable]] [Abstracts of [undecipherable] of Virginia] [Colonels abstracts of [undecipherable]] [Account of Money advanced] [to [undecipherable] [undecipherable] Martin] [& [undecipherable] Martin] Knoxville 27 April 1797 Sir The 28 February I forwarded to your Office the first part of my Abstract from the 21 October 1793 to the 22 July 1794 amounting to 61 831.24. I now send on a second part, being to April 30, 1796 amounting to 132 942.71. These abstracts are not in the same order, that I could wish them, for they were made out by a young Gentleman not acquainted with Accounts, and I am constantly called upon active business that prevents my examining them. As soon as M^r Gillis has gone through the examination of Cap^t Pickard's accounts, who acted as Paymaster for sometime, we will endeavor to forward the business in better order. I thought proper however to send on these in the manner they are, that you might see an attention is given to your directions. I have also forwarded the List of the sum of Money wanted for the expenditures this Year, as near as I may judge, as the calculation for contingencies is uncertain. The amount of the estimate is 33.843.98. That sent on by M^r Cowran the 11 April is not complete, as the Muster Rolls had not all arrived from Cumberland, and some had been omitted that was in the Office. Col Hays has sent on to me his Account as Muster Master for the district of Mero amounting to 514.80, as I never had any account of his Settlement with you, it is proper that I lay before you what money I advanced to him. The account of which exhibits an amount of 100 D[undecipherable]. Please to let me know if that sum has been accounted for. His duty has been very light, therefore I think he will be paid for his services generously so, in allowing him twenty dollars for each Company his Mustered, there being ten, will give him a sum of two hundred dollars, and he being appointed a Marshall, shall dismiss him as Muster Master. All services of the Militia are nearly paid to the present time. All Salary Men are paid to the 1 March, and the contingent [undecipherable] are [undecipherable] [undecipherable] the public are only indebted for such services as have been held in suspence. And for some Militia services of 1792, which M^r Allison has received money to [undecipherable]. I inclose you the late advertisement for the payment of Militia Services, so that you may see every thing has been done in my power to bring the people forward to receive their Monies. You have no idea [how] laborious services, but I have some hope it will be more easy, as the mode of defending the frontiers is changed, and that the opening to fraud and abuse will be at an end.
