Extract from General Orders issued [undecipherable]
Head Quarters Detroit
July 10th 1797
The Commander in Chief has received a letter from the Accountant of the War department, of which the following is a copy, viz
"By a letter received from Caleb Swan esquire Pay-Master-General, dated 2d March last, it appears that the Regimental Pay-Masters refuse to render their accounts for settlement to him / as has been the customed until now before / on the plea of not receiving from him a full discharge, after his examination, which he is not authorised to give.
"As I am in great want of those accounts for the purpose of giving information to Congress which I am called on for, and as it would be improper to take this business out of its proper channel, I have to request your interference, so as the Pay-Master-General will obtain them to be forwarded here for a final examination."
In consequence of this application the Pay-Masters are directed to make up their accounts, and without delay to proceed to the Settlement required with the Pay-Master-General, who is to give them such testemonials as may save them harmless, under any loss of original accounts.
