I received your letters of the 14th & 28th february, and 14th Ultimo.
The letter for Edward Lynch enclosed in the first, has been delivered as you requested.
The abstracts of your payments from the 21st October 1793 to the 24th July 1794. I have also received, and on a slight view I find that you have introduced charges improper to be settled at this office. - That for furnishing Rations is a charge proper to be made to the Treasury Department and will accordingly be stricken out of the Abstract. I request that you will confine yourself to the Items proper to be settled here in forming your abstracts for this Office - by a reference to the Law creating this Office you will discover the duties, and consequently the objects of expenditure proper to be presented here; In addition to that Law. The Secys of Treasury & War Departments have deemed it proper that accounts - for "the Pay and expences of the ordnance Department exclusive of the purchase of Stores; - Annuities, and compensating in the Indian Department, and generally all expences incident thereto other then for the purchase of such supplies as are proper to be made by the Purveyor, and accounted for to the Superintendent "of Military Stores & Suplies." Should be liquidated at this Office. You will therefore confine yourself, to those objects, in forming your abstracts, and all which do not come within the description before mentioned keep a separate account of and transmit it to this office, and from hence it will pursue its proper course to the Department where it should by law meet a settlement.
