In my opinion the Law will authorise the Ac= =counting Officers to consider the following as the fund, for the compensation of Clerks in the Department of War for the year 1797. Viz^t The fund expended in 1794. . . . . . . . . . . $ 8141: 50 Allowances by Act of May 30^th 1796 . . . . . . . . 200: The pay of a Principal Clerk in the Treasury } 1200. and War Departments . . . . . . . . . . . . . . allowed to the Accountant . . . — . . $ 9541: 50 But in my opinion the Secretary of War may establish the pay of any of the Clerks in his Department, and it appears to me wrong and incongruous that the Accountant should be allowed a Clerk with a higher Salary than any now established, in the Offices of the Register of the Treasury or Commissioner of the Revenue. The Principal Book keepers of the Treasury are in no instance allowed more than one thousand Dollars per Annum. — I submit it to your consideration whether it be not expedient that an arrangement of the Salaries in the War Department should be made, and transmitted to the Treasury as a rule of settlement for the Accounting Officers. — I am very respectfully Sir Your obedient Servant OliveWolcott[undecipherable: Jr] The Secretary of War
