James Wilkinson Department of War Philadelphia Accountants Office Sir March 28^th 1[797] Agreeably to request your letter of the [undecipherable] inst with the accounts current have been submitted to the Secretary of War for his Opinion on the charges therein, & which you say was principally expended for secret services, his an[swer] is as follows- "The Secy of War admits the account in the expectation "that Gen. Wilkinson will make a statement to him of "the expenditures of the money, which did not adm[it] "of Vouchers.
