Norfolk] You will be pleased to deliver to the order of Miss^rs Sam I Sterrett, Naval Agents Baltimore, one Thousand Feet of Copper Bolts of [undecipherable] Inch diameter for the use of the Frigate Constellation, for which you will be pleased to take duplicate receipts — Sir                                            W. O. March 10.^th 1797 [W. Pennock Esq] The House and Stores hired of M^r Harris for containing the Stores of the Frigate that was to have been built at [undecipherable] being of little or no expence to the public, you will be pleased to have the Stores [undecipherable] that may be deposited therein, removed to the Navy Yard as soon as possible, that the House and Stores may be given up. It will be necessary that you Should inform me, on what terms they were rented — Sir                                            W. O. March 13.^th 1797 [Secretary of the Treasury] I herewith enclose you Copies of Letters from M^r James Hackett and Cap^t Thomas Thompson dated March [undecipherable], by which it would appear that the progress made in Building the Frigate is such as to entitle M^r Hackett to a Second payment — you will therefore be pleased to take order to cause a second payment to be made him as soon as possible —
