I received your letter of the 2d Instant enclosing the Receipt Roll of yourself. Lieutenant Daniel Bissell & and the Recruits under your Command for January 1797 amounting to 12800/100 dollars, will be placed to your credit on the Books of this Office and your Muster and Pay Roll for February 1797 which on examination amounts to One hundred and thirty eight dollars and 00/100 which sum you will receive from John Chester Esqr Supervisor at Weathersfield on giving him duplicate Receipts therefore.

I have passed the Pay Rolls for Decr and January, without a reference to the particular situation of the 4th Battalion. I find Mr Dransey made up as Adjutant without a single man of that Battallion being at West Point. I can therefore not allow the charge untill it be sanctioned by proper Authority you will accordingly suspend making any payments to him on that head.
