I have received your letter of the 24th instant respecting the application of Lady Stirling As the late Major General Lord Stirling died previous to the close of the war his legal representatives are not entitled to maintain bounty lands from the United States. It is expressly stipu lated that officers entitled to this emolument must have been in service to the end of the war, or [phrase underlined] killed in action.
