Sir
I received your Letter of the 27th Ulto — by the mail which arrived here yesterday. You are correct in stating that I received in the Year 1790 by direction of the Secretary of the Treasury the sum of Twenty two thousand two hundred and thirteen dollars and 516 Cents, for the purpose of discharging arrears of pay & subsistence due to the Officers Non-Commissioned Officers & Privates of the late Virginia Line — But I certainly never received any instructions to transmit the accounts & Vouchers to your Office for adjustment — on the Contrary I was expressly directed to render them to the Treasury for this purpose, which has long since been done, and a settlement thereof has taken place; except on an account and Vouchers in this respect lately transmitted, which I presume is in a Course of adjustment.
The balance remaining unpaid upon the balances due to the late Virginia Line, as appears by my return rendered to the Treasury under date the 1st January last is, Five Thousand Seven Hundred and twenty four Dollars & 62 Ninetieths, as may be further occurring to the amount and return last mentioned.
I presume it is not intended that an account is to be rendered by me to your office, as well as to the Treasury.
