Captain Staats Morris has exhibited the annexed account for expences incurred by him from August 1791 to July 1793 amounting to the sum of Eighty nine Dollars, [paid?] [undecipherable] without the express [undecipherable] of the Secy of War. — Captn Morris has had several accounts settled at this Office within said time but never before brought forward [these] charges; the inducement he has now for exhibiting them is in consequence of his having lately understood [that] the Secy of War has caused officers expences of a like kind to be paid out of the contingencies of the War Department. —
