On examination of your Accounts and vouchers transmitted to this Office by Mr Swan it appears that the receipts of 35 of the Recruits enlisted by you in March, April and May 1791 for Bounty have not been forwarded, if you are in possession of those receipts you will please to transmit them as soon as possible, if not it will be necessary before the amount can be placed to your credit in the Books of this Office, that you Attest before a Magistrate your having paid those Recruits their respective Bounties as charged in your Account. There are eight of the receipts forwarded that are insufficient, having no witnesses to the marks of the signers, There are also two charges in your contingent Account for carriage and straw amounting to 1 20/100 Dollars for which no vouchers have been forwarded it will also be necessary that you attest having actually paid these monies and forward such attestations as soon as possible to this Office.
