I have therefore in order to have this sum brought to the credit of Mr Wilkins communicated the subject to the Comptroller of the Treasury with a request to have the sum transfered to the credit of the proper Account, in answer to which he has directed that the mode set forth in the letter, copy of which you have herewith, Should be adopted.
