Sir, The enclosed regulations respecting Salutes are to be observed by all Officers commanding the Garrisons of the United States on our Seaboard. You will observe these regulations do not mention Privateers, to whom no Salutes are to be returned. — I am Sir &^c (signed) James McHenry War Office of the United States, January 19. 1797. Regulations respecting Salutes. The number of guns, with which the Maritime Forts of the United States shall return Salutes, shall in no instance exceed Fifteen, and in every instance shall be Gun for Gun. To Admirals, Flag Officers, Commodores, and Commanders of Ships and Vessels of War, belonging to Foreign Nations, the Salutes shall be according to their Rank. To an Admiral, not exceeding Fifteen Guns To a Vice Admiral, not exceeding Thirteen Guns To a Rear Admiral, or Flag Officer, not exceeding Eleven Guns To a Commodore, not exceeding Nine Guns To a Captain commanding a Frigate or other National Ship of War, not exceeding Seven Guns These regulations to be communicated to the Officer requesting a Salute, that he may know the number of Guns given to Officers of his Rank.
