forgot to settle at the Treasury, but as Mr Hodgdon's appointment will not warrant his making any positive promises to be settled at this Office, Therefore submit to the Sec of War whether in the present instance he would not be proper to advance of the Treasurer as ordered by Mr [undecipherable] and let the whole be charged to the Contingencies of the War Department without exhausting the Vouchers, and that on failure he may be directed to refer any claims against this Department immediately here for settlement, that the accounts may all be entered under their heads of expenditures without but his interfering & making the advances.
