The bearer a M. [undecipherable: probable reading M'Clesmuth] has solicited me for an introduction to your excellency, to enable him to present to the Executive of the State of Virginia certain proposals respecting the manufacturing of small arms. He has been introduced to me by gentlemen in whom I place confidence as a man perfectly skilled in the manufacture of small arms, and qualified [strikethrough: in every respect to conduct a national establishment or armory].
