Hays deducting 612 D^rs. hereof from you, this Claim on examination I find you have paid at the Rate of Compensation allowed by the Sec^y. of War — Vit. four hundred Doll^s. per Annum — I shall therefore disallow the account. — He has informed me he will apply to Congress — If he does I can produce his receipt in full for these Services.
