But to obviate delay as much as poffible, you will on your arrival at New-York, obtain from one or more of the principal fhip-builders, upon what terms, and in what time they will engage to compleat a fhip of the dimenfions of fketch (A.) and forward the fame to the Secretary of War. You will alfo write to Portfmouth and Bofton, to the fame purpofe; ftating the fize and dimenfions, and requefting them to forward to the Secretary of War their terms, and the time when they will engage to deliver fuch a veffel, of well feafoned timber: Their terms, the United States finding the timber, or they taking it at a valuation, may be obtained afterwards. As it is neceffary that there fhould be refponfible perfons appointed to take charge of the timber and naval materials, you will enquire for fuch, report their names, and what they would confider as a reafonable compenfation. You will alfo examine into, and report, the progrefs made in the frigate building at Bofton, and the probable time when fhe may be launched. I have directed a warrant to be made out in your favor, for three hundred dollars, to cover the expences attending your miffion.
