Niagara Nov.r 30th 1796
Sir
I have rec.d your letters of the 18th July, 20th Sept.r & 24th Oct.r — to which I shall attend in turn.
Your Muster & Pay Rolls to the 30th Sept.r have been examined & the amount found due agreeably to the enclosed Rec.t Roll, being 1816 72/100 Doll.s will be forwarded to you by this Opportunity, together with a further sum of 1427 71/100, being the amount of an Estimate of three months Pay of your detachment, so as to complete the Pay of the Troops to the end of the present year. after Paying your detachment agreeably to the enclosed Rec.t Roll; you will muster your men for the subsequent months (forwarding duplicates to this Office) and make out pay Rolls therefrom to discharge which the latter sum is to be applied — When money is forwarded to you for Pay of the Troops, it is understood that no part of it is to be applied to any other Purpose — you will therefore guide yourself accordingly.
Detachment, Muster & Pay Rolls, as well as Rec.t Rolls I now enclose to you:— The detachment under the command of Lieut. Rowan at Fort Oswego, he has mustered & forwarded the Rolls to this Office, which have been examined & the money forwarded to complete their Pay for the present year to Lt Visscher who has directions to pay that as well as his own detachment for the like period. When a safe opportunity offers, it would be well to forward your account & Vouchers from time to time, that I may know the state thereof.
Your letter of the 20th Sept. I laid before the Sec.y of War as you requested, who has informed me, that he would attend thereto.
This as well as the money goes by Post to Israel Chapin at Kanandaigua who is directed to forward it by a confidential Person & as Express immediately to you, the Expenses of which you will pay, taking the necessary Vouchers to entitle you to a credit for the same. — It has been found more convenient to forward United States Bank Notes than any other. I expect they will answer the purpose equally with those of Albany or New York.
I request that you will pay the greatest attention in doing this Business void of Errors; — and that you will as often as an opportunity offers communicate with this Office on the Subject of the Pay of your detachment.—
I am &c
