Westpoint Nov.^r 10^th 1796 Sir, I have the honor to Enclose to you a general account of Clothing forwarded by you, not only in Sep.^t 1795 & May 1796 as you requested it by your letter of the 21^st of oct. Ultimo, but at Eight Different times Since the corps of artillerists & Engineers has been collected at Westpoint, with the Deliveries Made to the different companies; and the Abstracts will Show that notwithstanding the order introduced in the Administration of the Public property trusted to the corps, there has been Some deficiencies, which are to be accounted for, by the want of proper company Company Books during 8 months that the corps has been [strikethrough: absorbing from all parts of the continent,] by the Impossibility of Examining the different packages at their arrival and comparing them with the Invoices; and lastly by unavoidable Errors in Delivering the articles, thro' which we may explain how many articles delivered amount to more than what we have received.
