I have particularly to request that you will lose no time in appropriating this money on its arrival; but proceed immediately to make the payments as far as it will go — Great complaints are daily making at this Office on account of the arrearages due, many Officers and Soldiers affirming that they received no pay for the whole of the present year, tho' they left Head Quarters in August & September; this circumstance will no doubt be communicated to Congress, therefore the earlier the remedy is administered the better. It would be an agreeable circumstance, were more frequent communications from you to arrive here: It is now a long time since I have had any of your accounts or even a line from you, this leaves me utterly in the dark relative to the payments to the Army of which I should be frequently informed. You will on the receipt of the sum before mentioned from Capt. Turner give him your receipts to be by him forwarded to this Office for his exoneration.
