Sir
I received your letter of the 25th Inst and have added the Dollar to the Bounty of Kirby, which leaves a balance due him of 1 Dollar. The Balance now due you is Thirty eight Dollars 82/100, which sum you will on application receive from Mr Freeman Pay Master, on your giving your receipt therefor.
As respects the deductions I have made from your account of Horse Hire & expences. I have to answer that your duty as Adjutant requires a Horse for which the Public has provided by allowing you Forage — any duty therefore which may call you on Horse back — you cannot in my opinion be allowed any Horse Hire — and as respects the expences the Rations of an Officer have generally been considered as adequate.
Those Rules have generally governed in the Settlement of Accounts here, if there be any exceptions, they have escaped my Notice — as they would have been rejected.
