Willington State of Delaware Oct
25th 1796 I do Certify that William Simmon
accountant for the War Department
did this day call upon me with
two powers of Attorneys which appeared
to been acknowledged before me in the
20th Inst. — on examining the papers
I find the Signatures to be my writing
but am very certain that the
acknowledgment that I signed my name to was not
the same that appears now upon the
powers. to the best of my recollection
the Certificate that I signed my name
to was wrote in very pale Ink. I
do further certify that I never have known
either of the Soldiers who are said
to have [strikethrough: signed either] of the powers
of Attorney, the only person that
called on me with the powers was
a man whom I did not know, he
said that he was a Captain of a
Vessel and wanted to acknowledge
the powers for the purpose of receiving
Money due to him in the State of
Virginia — there was no other person
with him when I acknowledged the
powers, and that I do not know any
thing of the facts stated in the
certificates of having been acquainted
with Joshua Ball, or George Cavender
or either of the subscribing witnesses
to the powers.—
