Simmons Acct^t --- Lieut^t Nehemiah Freeman Supt^t Pay Mast^r West Point Accountants Office Oct^r 29^th 1796 Sir I received your letter of the 2^d Inst enclosing one to you from Capt Staats Morris on the subject of my dis-allowing ten Dollars of his Account charged for his Expenses while remaining in New York for the money of the Corps — In answer to which I have to observe that at the time the allowance of Ten Dollars was first granted, it was thought sufficient to defray the Expenses of Transportation from West Point to New York back, which was all that was contemplated. Nothing was then mentioned of the expense while in New York. Capt Morris having waited there a short time more than the Officers in that kind of Business, could not have authorized any additional charges. Conceiving the Ten Dollars as sufficiency, I cannot allow more; and as this sum is passed to your credit on the Books of this Office — The Account cannot be returned as it is a Voucher for the Entry, but enclose you a Copy of it — I enclose you the account of Staats Moore for making a regimental Coat — It not being proper to be settled at this Office, having no head of expenditure on the Books, under which a charge of this kind would be proper. P.S. You will please to pay Adjutant Smith I am &c. the sum of Thirty eight Dollars [undecipherable] being the your Balance of his account of Recruiting Contingencies, W. Acct^t --- Isaac Craig Esq^r Pittsburg Accountants Office Oct^r 29^th 1796 Sir I received your letter of the 2^d Inst — Lieut^t [undecipherable] has not yet called at this Office for a Settlement — the Thirty Dollars are not yet passed to your credit. The Account of [undecipherable] Jenkins will also remain unsettled until I find he has as much due to him as your advancement — in which case it will be passed to your credit.
