I recd your letter of the 27th Ulto informing of your having sent the receipt of John Blakely for 198D. -- to the Commissioner of the Revenue, to whom I applied & recd the same which will be entered to your Credit on the Books of this Office. I have to request that you will in future send all receipts to this Office for Monies transmitted to you from this Department by the Treasurer of the United States, this being the Office where you are held accountable, until you forward the Receipts of the party

I recd your letter of the 28th Ulto enclosing your Account for Rations & Wood — For the latter no provision is made for the payment — Claims of this nature being deemed inadmissible; your retained Rations must be certified by the Contractor for the Supplies of your Garrison; if you cannot procure this, your Oath before a Magistrate, annexed to your Account will be necessary before payment can be made. — I therefore return the Account to you to have the same effected.

I received your Letter of the 12th inst accompanied with Major Flemings Muster Roll & return of the Recruits at Wilmington North Carolina. — I have accordingly made up the pay of the Recruits at Wilmington to the 30th ulto which will be remitted them per next Post, together with Blank Muster & pay Rolls, and they will be hereafter instructed in what manner they will receive their pay.
