I received your letter of the 7th inst. and have now to inform you that a warrant has issued for the sum you conceived would answer the demands of the Troops for June & July 1796, which sum ([undecipherable]) will be remitted to you by S. Lewis Clerk War Office, by this days post, to whom you will forward your duplicate receipts, holding yourself accountable for the due application thereof, and proceed to make the payments with all convenient speed.
When I informed you of having accepted Capt Wades draft on account of his pay, I did not intend that it should act as a precedent for advances of that nature. The draft of Lt [undecipherable: Velhomus] will be accordingly suspended until he arrives in this City, not feeling myself warranted in making advances without knowing the state of an Officers accounts. If you make advances of this nature they must be at your own risk, as no payments will be made here without a certainty of the Officers having the money due & which cannot be ascertained until his arrival here, as he may receive money on his way to this place without your knowledge.
