When I informed you of having accepted Capt Wades draft on account of his pay, I did not intend that it should act as a precedent for advances of that nature. If you make advances of this nature they must be at your own risk, as no payments will be made here without a certainty of the Officers having the money due & which cannot be ascertained until his arrival here, as he may receive money on his way to this place without your knowledge.
