In conformity with your letter of the 1st August last to the Secretary of War and handed to me by him, ——
I have the honor to enclose the Statement of Monies expended for the Military Establishment for each Calender Year from the Establishment of the present Government to the first day of January 1796 for which Specific appropriations have been made!
Such of the heads of Expenditure which are noted in your letter & which I have not entered in the Statement are those for which no Warrants have expressly issued; the Amount if any, expended cannot be ascertained until the advances standing on the Books are accounted for.
The remarks attached to the Statement will shew the impracticability of my arranging them under the heads which you have directed. The mode I have pursued is that alone which appeared to me practicable, and I flatter myself it will meet your approbation.
