I do myself the honor to transmit you my accts against the United States for settlement — you will find all the Enlistments accompanying the Vouchers for Bounty except those of Messr Guthries, Jno. Whitten and James Welsh — the 1^st I paid the whole Bounty to, he was recruited by Lt. Davis [undecipherable], and you will find it noted in his Settlement. Jno. Whitten is also a recruit of his and the Voucher I enclose is the additional bounty promis'd in the act at joining the Rendezvous — Jas. Welsh was a Recruit of Capt. Bedame who arrived at this Garrison under Lieut. Talman and was transferd to the Company of which I have the Command — and being order'd to Oswego I was induced to advance him the additional Bounty and for which you will find his receipt. I have charg'd the two Dollars upon those only who were recruited by myself being twelve in number, as will appear by the Certificate of the Comd't as having been duly mustered at this Garrison — I have never met a Desertion among those recruited by me except in one instance and that was a waiter taken by Capt. Morris to Nyork. The acct. N° 14 amounting to $31.^{59 cs} enclosing Vouchers for expenses incurr'd in moving two Detachments from the Eastward was by express order of the Sect. of War to me dated Phila April 6. 1795 and was duly expended by me in conformity Thereto. We have frequent applications of Recruits at this Garrison — but the Paymaster nor myself have any monies appropriated to that use and the Officers are averse to making the advance — if you think proper to remit monies per this purpose it shall be accounted for to you.
