I have rec'd yours of the 1^st inst and would prefer your retaining the Money in your hands that you received from Captain Tilton to your sending it by Water, — you will probably have it in your power before long to make the remittance in proper paper, or meet with some safe opportunity of some person coming this way by Land that will take charge of it without any risk or expense to the United States. Sept'r 12. 1796 I have the honor to inform you that Major Rivardi's account has been stated up to the 1^st of the present month and that he stands charged in the Books of this Office with a balance on that day of two hundred & thirty two Dollars ⁸³/100, which with the advance of two hundred & twenty Dollars for which you have now issued a Warrant will amount to 452 ⁸³/100 upwards of eight months pay in advance which includes upwards of four months in the ensuing year for which there is no appropriation — The mode of accounting for this advance proposed by Major Rivardi in his Letter to you under Date of 4^th Sept'r inst: if adopted by you will cause a suspension of the Settlement of his account for upwards of 18 months. These Circumstances, Sir, may not have come within your knowledge when you issued the Warrant, I therefore conceived proper to inform you of before the money is forwarded to Major Rivardi. I am &c. I have rec'd yours of the 20^th ulto and should be happy to comply with the request contained therein by transmitting half your pay monthly to Boston as it became due?, but this mode of payment will be attended with such difficulty, that I could wish if possible might be avoided. you must be sensible of the trouble it gives the Office the making of partial payments to be deducted from the Company Pay Rolls; — I, notwithstanding, should have no objection if it would be serving you to pay the whole amount of your monthly pay as it becomes due to your order in Boston, for any number of months you relinquish it and not have your pay included in the pay rolls for the same period.
