Now I have all pages. Pages 1 and 5 are archival placeholder notices. Page 2 is the degraded outer wrapper/docket. Pages 3–4 are the primary letter (substantially illegible). Pages 6–7 are the cleaner alternate letterbook copy provided to aid decipherment. I'll transcribe the primary document, using the alternate copy to resolve illegible passages.

[received from State D. / Nov. 24 / R.P.O. 401810]
Sir,
Your two letters of the 27th Ultimo are received in one of which I observe your great attention to my claims for compensation for extra Services - Your perseverence therein will make no doubt be ultimately successful.
I shall as you direct call on Doctr Pfeiffer for the amount paid by you for transportation of the last parcel of his Stores, viz for Carriage of Cw. 8. 3. 1lb at 7 dollars per 100lb
Capt John Pierce left in my charge one Chest & two Trunks which have been forwarded for him addressed to you in charge of Charles McCormick Waggoner whose Receipt you will find enclosed - Capt Pierce I presume will see the transportation paid. This letter is accompanied by an Estimate of objects of Expenditure during the 3d Quarter of the current year - The amount 14,733 64/100 Dollars - but a balance remains in my hands arising from the amount of former Estimates exceeding the Expenditures - but this balance cannot be ascertained until the accounts of the purchase of Forage in upper Canada and transportation to Detroit - and some other accounts come forward and which I am now looking for.
P.S. You will find inclosed a Copy of a letter of Credit from the present [undecipherable] to the Secretary of War in my favor - the original was transmitted on the 8th of July last. - Be pleased to forward the inclosed letter -
