My dear Sir The executive may be abused as no doubt they will be by the Jacobins on the Recall of Monroe but the measure is perfectly proper — [undecipherable: Save by?] only there was perfect confidence in a co-operation from a foreign minister in the systems & designs of his government well known & openly [undecipherable] that minister can be no longer a fit instrument of [undecipherable] country's affairs — Now in this case there can [scarce]ly be a doubt that there was no co-operation [on the] part of the system lately adopted; the Treaty — minister will be able to conciliate this [undecipherable] count[undecipherable] explanation, with the [undecipherable] hd. in as an ally to France — This it may be suspected has not been M^r. [undecipherable] inclination a conduct[undecipherable] For considering the pains taken in this coun[try] by our precious fellows to misrepresent the [undecipherable] of Gov^t Towards France as to Stir up her indignati[on] on it w^d appear as a measure of prime conse-quence to have a man there who would coun-tract, not increase these impressions.
