Document 1796Though Freeman's an account had been made of the estimated pay of the troops in Freeman's "quarter," the money could not be forwarded earlier due to "the state of the Treasury." A warrant for the amount has been sent to Daniel Stevens, supervisor at Charleston, South Carolina. The "state of the Treasury" will not allow the pay of the "authorized militia."
