Captⁿ Daniel Britt Accountants Office Sir August 18^th 1796 Your accounts as pay master having long since been examined and the Balance due the United States ascertained, I have again to request that you will attend to the final settlement of the same, or I shall be under the necessity of reporting the case to the Secretary of War, who will make a representation thereof to the Commander in Chief — I am &c Wm Simmons John Hiltz Esq^r Accountants Office Supervisor August 18^th 1796 Maryland Sir I received your letter of the 16^th Inst. enclosing Lieut^a Jonathan Robeson receipt for Eighty nine Dollars: which sum will be passed to your Credit on the Books of this Office I am &c. Wm Simmons &c^a Col^o Wm Heth Accountants Office Shellilah August 18^th 1796 Richmond Virginia Sir Your Letter of the 15^th also to the Sec^y of W[ar] was handed to me — I have in answer thereto to inform you that your accounts as Agent to the Virginia Militia must first be presented to Presley Neville Esq^r P.M.G. who will examine them and report thereon, subject to a revision at this Office where they will be finally settled & entered. — In the mean time any Balance which you may have in your hands may be refund[ed] to the Treasurer of the United States and the amount will be passed to your Credit on the Books of this Office. Your accounts Vouchers may be forwarded to this Office where Col^o Neville will on his arrival in this City receive them. The publication which took place in regard to retained rations to Officers was to this Effect — That all Officers having Claims for retained rations of Subsistence or Forage were directed to state their accounts therefor charging the United States with the whole amounts thereof from the Commencement to the end of their Services & crediting the amount received — Noting of whom and the place where received, and Attest to the Account before a Magistrate. The Account was then to be delivered to the Agent of the line to which the Officers belonged who was to make such remarks thereon as came within his knowledge or the documents in his possession would enable him to do. The Agent was then to transmit the Accounts to this Office where they are kept until all are collected when an Examination will be made & the Accounts reported accordingly I am &c Wm Simmons Constant Freeman Esq^r Department of War Savannah Accountants Office Sir August 18^th 1796 My last letter to you was of the 6 Ult. since which I have received none from you. I now have to inform you that an Estimate [Copy whereof is on the other side] has been rendered to the Sec^y of War of the Troops in your Quarter for one month, amounting to 2038^25/100 Drs taken from a return of Lieut^a Col^o Gaither for the month of March. The State of the Treasury has been such as not to admit of the amount being forwarded before now. A warrant has accordingly been issued for ten thousand one hundred & ninety one Dollars & ^25/100, which will agreeably to the Estimate above referred to compleat the Pay, Subsistence & Forage of the Troops to the 1^st of June last. The amount has been as usual forwarded to Daniel Stevens Esquire Supervisor at Charleston So Carolina there to remain subject to your Orders, you will accordingly apply to him therefor, and give your duplicate Receipts to be accountable for the due Application
