The Remarks on the last transmission of Vouchers agreeably to the letter to you of the 23^d Ult^o. were intended to prevent your making any subsequent payments contrary to the established Rule in this Office, and which you are requested to attend to accordingly. I received your Letter of the 4^th inst.^t in answer thereto I have to inform you that Receipts for monies refunded are never given at this Office.
