[Copy] To Stephen Hillis Sir You are hereby & with the approbation of the President of the United States appointed a Deputy Pay Master & Store Keeper of all public Property in the State of Tenefee South of the Ohio. Your duties as Deputy Pay Master are pointed out to you by the rules established by the Comptroller of the Treasury, brought [undecipherable] together with the explanations of the Accountant of the War Department. You will observe as general Directions 1. To require the pay abstracts from the several commanding Officers of the Companies or Detachments of Regular Troops [undecipherable] Militia in the Service of the United States in the State of Tenefee or within your Department [undecipherable] by the general Government, and to compare the same with the returns or muster Rolls which shall accompany the said pay abstracts. 2. To certify accurately to the Agent of the War Department in Tenefee the [undecipherable] due to the respective Companies or Detachments which shall have been examined as aforesaid. You will inform the commanding Officer of the several Companies or Detachments, that the State Master Rolls must be exhibited to you monthly, generally & from A. certified either by an Inspector or by two Senior Officers, in case two shall be present or in such other manner as may be presented to you by the Agent of the War Department. In their muster Rolls are to be included all the persons belonging to the respective Companies or Troops without an Command or Detachment. The muster Rolls certified in one of the modes [undecipherable] are to be considered as indispensible vouchers to the pay Rolls, without which no pay is to be [undecipherable] for examination. Inspected pay rolls are also to be exhibited monthly for [undecipherable] [undecipherable] of the approved Documents to make up your Duty to compare the said Pay Rolls with the Master Rolls to be certain they tally which shall be the Reason. This done, you will certify accurately on each set of pay Rolls the sums to be paid, one set of which you will deliver to the Agent of the War Department for his government in the distribution of the money. In examining the Pay & Master Rolls you are to be particularly attentive that pay is not drawn on two pay Rolls for the service of the same persons. You will refer to the Pay Rolls of the Companies or Corps from which men were detached for the purpose of correcting erroneous entries. The certificate to be annexed to these Rolls are to be correct so that amount to form &. In [undecipherable] you will apply to the services of the Troops sub-servant to your command, I presume the Agent of the War Department is or will be put in possession of the Pay Master's Rolls for persons served. These you will also examine and certify to have antecedent to his making of payment. In the conduct of this Business the greatest attention and avoiding [undecipherable] on [undecipherable] point of [undecipherable] errors. From the experience you have had in the Accountants Office you will have [undecipherable] effectively what will in the examination of pay Masters accounts in cases of Errors. That you may know what Militia Services will be entitled to pay, I here annex a Copy of a law to Governor [undecipherable] explanatory thereof. When charges are made by States for their [undecipherable] you will enquire whether the Detachment reports and [undecipherable] written by a Contractor or Company. If so the [undecipherable] and for this reason, they are only to defray the [undecipherable] price. To allow any provision for furnishing a party with rations has been made to where promises have failed, and the party is enabled to furnish themselves, that then also a [undecipherable] themselves are to be allowed the ration price stipulated by law. Besides adjusting accounts of the Description above alluded to, you will also consider as a part of your duty to examine and certify to the land claims, the accounts [undecipherable] on account of what nations [undecipherable] against the United States while this Agent of the War Department has [undecipherable] to raise and discharge. As Store Keeper of the public property you are to consider yourself accountable for its safe keeping and [undecipherable] according to [undecipherable] direction. You are therefore on the discharge of this duty to observe the following general Rules. 1. Give all property placed under your Charge a Quantity and you will give a receipt to the person delivering it to you, and make out and file for transmission a duplicate [undecipherable] of the same, have the [undecipherable] and [undecipherable] to be lodged with the [undecipherable]. [undecipherable] by and without and undersigned a counterparts by the Agent of the War Department, which shall most specify for whom the goods or articles are designed. Your Books must exhibit what articles you have received, what articles you have delivered and to whom, of every day sufficiently to [undecipherable] the articles and quantities on hand. In making your accounts you will refer the Articles to the following general Rules. Quarter Masters Department This will include all things relative to the transportation of Troops or Stores by land or water, barrack, [undecipherable], Wharfs of Quarter Master, Artificers, Camp [undecipherable], [undecipherable], Horses and [undecipherable] & [undecipherable] from whom received and to whom delivered. Ordnance Department This will include all ordnance [undecipherable] Stores necessary [undecipherable] [undecipherable] thereto, and generally all arms, ammunition [undecipherable] [undecipherable] from whom received [undecipherable] [undecipherable] to whom delivered. Clothing Department This will include all clothing for the Troops, from whom received & to whom delivered. Indian Department This will include all Goods and Supplies of the Indians from whom received and to whom delivered. Commissaries Department This will include all Aliment for the Army, from whom received & to whom delivered. Hospital Department This will include all medicines, Chirurgical Instruments, Hospital Furniture and [undecipherable] from whom received & to whom delivered. Be particularly [undecipherable] of the [undecipherable] failure to which you will forfeit the [undecipherable] Confidence of the President, and you transmit once every month, to the Sec^y of War the duplicates of Receipts given for articles placed in your keeping & the Receipts of the articles on which deliveries of them have taken place. And further it is urgently expected that you should transmit to the Superintendent of a [undecipherable] States, [undecipherable] return of the Items received and to whom delivered and then [undecipherable] equally to the amount from N.1. You have also annexed the form N.23 regulation of the mode for keeping your accounts. If any more detailed system [undecipherable] is then brought in, it should appear necessary [undecipherable] such a one. The [undecipherable] of the Department of War will have [undecipherable] directions to furnish you with such information from the Secretary of War relative to the [undecipherable] of Claims or Accounts as may [undecipherable] to your establishment. You will reside at [undecipherable] having your Office in one of the rooms of the buildings belonging to the [undecipherable] and report in the same building as property of a public [undecipherable]. You will conduct yourself at all times and in [undecipherable] in conformity with these Instructions. You may employ a man to Assist in receiving & delivering & taking care of the public Stores at a Price not exceeding 100 Dollars per annum.
