Account[ant] Gen[eral?]] [Administrative notation, top right: To Ingersoll / No. 9 aug[?] / aug 10 1[?]] West Point August 5, 1796 No I received your letter of the 27 July in answer to mine on the Subject of my accounts against the [undecipherable] States. If I am to be [undecipherable] [undecipherable] [undecipherable] in consequence of the differing of Opinion respecting the Laws for Officers in their accounts with the [publick?]. I presume I ought to know, that if your opinion may [undecipherable] I am to submit as an Officer — I cannot on my part [undecipherable] understand [undecipherable] [undecipherable] for the payment of my [ment?] [undecipherable] to the order of the act. Office & they are made up agreeable to the law wherein it is expressed that all Officers shall be entitled to Rations or money in lieu thereof at the Contract price when they may become due [undecipherable] [undecipherable] [undecipherable] on the Spirit and letter of that law. I presume that a man in the first good order now practiced in the Army of the [United] States and which has been acceptable in the act. Office — A compromise between me and the accountant respecting my just demands on the [publick?] is a [undecipherable] business I cannot think myself authorized to accept — My demands from the [United] States are no more then just, and by an inquiry of the [undecipherable] of the [undecipherable] who [under?] the Contract for the Supplys of [Ration?], they will be found so, and [for?] which I have been governed by [undecipherable] all that place — [undecipherable] My service in the [undecipherable] Army has intitled me the [undecipherable] of [undecipherable] in future all furloughs are to be considered as on [undecipherable] time and the Service of the [United] States in the Army will not be worth excepting — Cap^t Fleming would have made payment of my act. If I would except, (at the rate) of 15 Cents [undecipherable] Nation since I [undecipherable] the Army. to my arrival at this place but from a principle of the matter being better understood.
