Westpoint August the 2^d 1796 Sir, I have the honor to transmit to you two Bills of the commissary at this post for Provisions delivered to him at the arrival of Detachments to this Rendezvous. the Bills were kept by Lieu^t M^cClellen, acting as Quarter M^r to the Corps, untill his Departure for Niagara, when they were delivered to Major Tousard, then commanding officer at Westpoint; the Major has Delivered them to me about Eight Days ago — I have immediately consulted the council of administration upon the Subject, and they were of opinion that I might Settle with the commissary at the end of the month, in Deducting the amount of the Two Bills from what he had Delivered during the month. That mode appearing to me irregular, I have prefered to transmit the Same to you, to have the Settlement with the commissary made agreably to the forms adopted in your Department. the 1^st Bill dated oct: 28^th 1795, amounts to £ 43: 11. 7½ N.Y. the 2^d under the date of october 28^th 1795 is for 80# of common flower & a Barrell of Damaged Beef. both are Signed by the Garrison Commissary.
