Your certificate lately forwarded by Collo Sproat concerns the pay of certain Militia of Washington County for Services in the year 1790 for which a Mr Clair received the money at this Office — I presume Collo Sproat has fully informed you the circumstances relative thereto, I shall therefore merely inform you that the Certificate above mentioned was referred to the Secry of Treasury & War Departments who are of opinion that it is not so full as that the amount can be passed to Collo Sproats Credit — in consequence of which they directed me to make out Copies of the pay and subsistence abstracts, on which the money was issued & forward them to you, that you might annex a certificate thereon fully setting forth the circumstances relative thereto — that each man whose name is therein mentioned has carefully settled with and paid by the Ohio Company for those services — that The United States [strikethrough: that the United States] are accordingly indemnified by the said Company from any further claims therefor and such other circumstances as will tend to throw light on the subject, which have come within your knowledge and which you may be pleased to communicate —
As the certificate is to answer as a voucher for the admission of a considerable sum of money to the Credit of Collo Sproat, you are particularly requested to be as explicit as the nature of the case will admit of and transmit the same as early as convenient to this office —
