[Aug^t 1. 1796 The Secretary of War Recorded] I have the honor to inform you that as a [undecipherable] of the House of Representatives I [undecipherable] on the 1^st day of June 1796 & [undecipherable] directions to lay before the House, within The first week of the ensuing Session of Congress a statement of the monies expended for the military establishment from the [undecipherable] year from the establishment of the present government, to the first day of January 1796, distinguishing the sums expended under each of the heads for which specific appropriations have been made & also a statement of the expenditures attending the Militia in their expedition to the western frontiers of Pennsylvania, under the several heads for which specific appropriations are made. On examining the records of the [undecipherable] I find that the following sums have been advanced subject to the orders or warrants of the Secretary of War. And the 20^th of Oct 1789 there was advanced to Joseph [undecipherable] late Pay Master & [undecipherable] of army [undecipherable] - 24,779. 54 In the year 1790 to the same office - - - 63,323. 20 In the year 1791 - - - - - - 262,270. 76 In the year 1792 - - - - - - 329,375. [undecipherable] The amounts of the Treasury relating [to] the Military Department have been paid under general heads & has never been thought necessary to issue monies for particular articles agreed [undecipherable] to the Estimates, or [undecipherable] to [undecipherable] [undecipherable] specifically enumerated in the acts of Appropriations of course such a statement [as] the House of Representatives have required cannot be [undecipherable] from the results exhibited by the accounts now found in the books of the [undecipherable] [strikethrough: I have however now written] [undecipherable] has however now written [undecipherable] to [undecipherable] of every [undecipherable] as [undecipherable] [strikethrough: of] [undecipherable] — [undecipherable] is [undecipherable] [undecipherable] work of great labour & difficulty, to satisfy the resolution, so far as [undecipherable] respects the disbursements made under the immediate direction of this Department — With no [undecipherable] however to [undecipherable] [undecipherable] which he What I have to request is that you would be so obliging as to cause measures to be taken for arranging the sums before mentioned under the following heads. Pay of the Army Subsistence Forage Cloathing Equipments for the Cavalry Horses for the Cavalry Bounties to Soldiers Hospital Department Quarter Masters Department Indian Department Defensive protections of the frontiers Contingencies of the War Department Repairs & Purchases directed by the President of the U. States Purchase of Cannon Implements & [undecipherable] Salaries of Store Keepers at the several Arsenals, [undecipherable] pay [undecipherable] Armourers, Labourers &c. For the erecting & repairing Arsenals & Magazines To defray the Expence of a Corps of Artificers [undecipherable] For the purposes of the Act directing a Detail of the Militia [of] the U. Stats For Pay & Subsistence due to [undecipherable] majors of the late [undecipherable] For additional Pay & bounty to the Legion & artillery The expence of the Military Expedition, to the western Country of Pennsylvania, may be arranged under the following heads. Vizt. Pay Subsistence & Forage of the Gen^l Staff Ditto of the Militia of New Jersey Ditto of the Militia of Pennsy. Ditto of the Militia of Maryland Ditto of the Militia of Virginia Pay & Subsistence of artillery & drivers of ordnance Ditto of the Cavalry of Virginia For Cloathing For Camp equipage For Hospital Stores For Military Stores For the Quarter Master & Pay Master Department For Forage for the Cavalry For a Detach[ment] of the Militia under [undecipherable] Morgan If after you have decided on the measures for complying with this request, you will permit the Clerk who may be instructed by you in this subject, to call occasionally upon me for advice it may save you some trouble, & be the means of facilitating my general Report on the resolution of the House.
