Sir
I have the pleasure to acknowledge the receipt of your favor of the 10th of last month.
The arrears of pay now due to the troops in this country would be very acceptable both to the officers and men — Enclosed is an estimate for the months of June & July —
I have completed the payments up to the 31st of December last — the rolls would be forwarded if a good conveyance offered; I expect that a gentleman, now a [undecipherable: probable reading Volunteer], will go to Philadelphia in a few days, I shall send them by him.
I will thank you to inform me whether there are any balances of pay due to Christopher Harpaid, late of Price's company, 1st Butt: of Artillery, who was discharged at Fort Wayne on the 16th of May 1796. He has produced a certificate that he has been paid in full to the 31st December 1794. and John White of Prince's company of the same Corps, discharged under similar circumstances. They claim their arrears from the 1st of January to the 16th May.
I will also thank you to inform me whether soldiers are to be paid the premium for apprehending deserters? Capt. Eaton has brought such charges in his account — I have made a statement of his and Capt. Tinsley's — they shall be transmitted with their vouchers when I forward the rolls.
The sixteen hundred dollars for the recruiting service I have not received. The Supervisor has given me information thereof, but I have not had an opportunity to send for the money. It was not an object sufficient to undertake a journey to Charleston.
I have found it necessary to request Mr. Whitney, the Conductor of Military Stores, to do the duty of paymaster to the troops at Fort Fidius — Ensign McCall has been so very sick — he has not been in a situation to have [it?]. I supposed you would make him some allowance. I have it in contemplation to make his appointment permanent as long as the troops should continue in that quarter; provided you should approve the measure. I will thank you for your decision thereon.
I shall return to Coleraine in two or three days.
