In answer thereto I have to inform you that as no Certificate from the Pay Master shewing the Date you were [undecipherable] paid to in the Army having not arrived, I return the Account to you to attest thereto before the Commanding Officers and then the Balance will be paid by Mr Fleming — By referring to the Accountants letters to you of the 30^th of April last you will there see the objections to the settling your Subsistence Account — Since that period Capt Turner who was on furlough at [undecipherable] the same time you were has had his Account settled and was allowed but 12 Cents per Ration for the year 1793 and 15 Cents for the present Year The Accountant has offered to settle your [undecipherable] on better Terms for you — If you will therefore state your Account at 15 Cents per Ration from the time you left the Army until y [154] arrival at West Point and then charge the Contract price there It will also be settled (on your attesting thereto) by Mr Fleming when Officers have been on furloughs they have generally been allowed the Contract price of Rations at the Seat of Government this in the last year was 12½ Cents and the present 15 Cents — so that upon the whole I conceive if you are allowed 15 Cents it will be a sufficiency. He has received 100 Dollars on account which are to be deducted therefrom. His receipt on the Account after an examination by you will be a voucher for the payment.
