London.
Philadt 27 July 1796.
Genr.
Mr Robert Oliver of Baltimore, late of the firm of Oliver & Thompson, has suffered considerably by illegal captures. He is a Partizan of Mr Thompson. He is a man whom I greatly respect on account of his [strikethrough: integrity] integrity & virtues, and who has distinguished himself on some very critical occasions to preserve the peace of our country. [undecipherable] This is the reason which has induced me to solicit for his property such [strikethrough: consideration] consideration as you may think it intitled to in the execution of your powers [strikethrough: interest] by the captures made from him, should any circumstances that may give them preference to be first heard, or any prominent features that may bring them with [undecipherable] speed into early discussion and to [undecipherable] issue, your attention to the subject will [strikethrough: greatly] much oblige me.
with great respect &c
