The Secretary of War handed me Your letter of the 21 Inst enclosing your account of Pay and Subsistence to the 30 Inst. In answer thereto I have to inform You that as no Certificate from the Pay Master showing the Date you were [undecipherable] to in the Army having not arrived, I return the account to you to attest thereto before the Commanding Officer and then the balance will be paid by M Flemming — By referring to the Accountants letter to you of the 30th of April last [undecipherable] will there see the objections to the settling your Subsistence account — Since that period Capt Turner who was on furlough at [undecipherable] the same time you were has had his account settled and was allowed but 12 Cents per Ration for the year 1795 and 15 Cents for the present [undecipherable].
