The Secretary of War handed me your letter of the 21st Inst. enclosing your account of pay and Subsistence to the 30th Inst. In answer thereto I have to inform you that as no Certificate from the Pay Master showing the date you were mustered in to the Army having yet arrived, I return the account to you to attest thereto before the Commanding Officer and then the balance will be paid by Mr Storming — By referring to the Accountants letter to you of the 30th of April last, you will there see the objections to the settling your Subsistence account — Since that period Capt Turner who was on furlough at Boston the sometime you were has had his account settled and was allowed but 12 Cents per Ration for the year 1795 and 15 Cents for the present year. The accountant has offered to settle upon like on better terms for you — If you will therefore State your account at 13 Cents per Ration from the time you left the Army until
