The Secretary of War handed me
Your letter of the 21 Inst. enclosing your account of pay and
Subsistence to the 30 ult. In answer thereto I have to inform
You that as no Certificate from the Pay Master Shewing the
Date you were [undecipherable] in the Army having not arrived, I return
the account to you to attest thereto Before the Commanding Officer
and then the balance will be paid by Mr [undecipherable: probable reading "Flemming"] — By referring
to the Accountants letter to you of the 30th of April last you will
there see the objections to the settling your Subsistence account —
Since that period Capt Turner who was on furlough at [undecipherable]
the same time you were has had his account settled and was
allowed but 12 Cents per Ration for the year 179[undecipherable] and 15 Cents for
the present year. The accountant has offered to settle upon like
on better terms for you — If you will therefore State your Account
at 13 Cents per Ration from the Time you left the Army until [undecipherable]
