Eliz^th Town July 19^th 1796 Sir, I herewith enclose a letter which was rec^d from a gentleman of my acquaintance in this State previously to the Adjournment of Congress. The pressure of business & of duty then prevented my paying attention to the claim of the unfortunate Soldier Samuel Hull, who, I am induced to believe, is really deserving of some provision on the part of the U. States. He applied for a pension, but in consequence of some deficiency of Vouchers, his application was rather laid over than rejected. Be so good Sir, as to examine the papers or return relating to the case of this poor man & inform me by friday's mail if possible, what is wanting to render the Evidence sufficiently complete to entitle him to the pension. You will perceive from the State of facts in the enclosed letter that much pay must necessarily be due to him — Can he procure it without an Act of Congress in his favor?
