In the absence of the Acctt. I have to acknowledge the rect of your letters of the 4th Inst and agreeably to your request enclose you the Copy of the power of Atty and assignments for the pay of Alexander Scott. I have signed the certificate. as I do all other Official documents in the absence of the Acctt. I therefore conceive it well Answering his having given me full Authority to Act in his Absence. The power no doubt was considered as sufficient authority for your delivering the Certificates as the amount has been entered in the Books of this Office agreeably thereto —
